Unless they price-fix, they can't compel Apple to add 15 cents to its margin. Apple determines its margin, and sets their price accordingly. In the case you describe, Apple might have to go to 1.14, with no additional margin, while the other guys would be looking at 1.29 to get their 15 cents, or meeting Apple's price and gaining no advantage.
