The error is apparent right in the title statement:
"Under BCI 51-509 Issuers Quoted in the U.S. Over-the-Counter Markets, most B.C.-connected companies quoted in the U.S. OTC markets are designated as reporting issuers in British Columbia."
The ploy in the language is the word "issuers"... as B.C. is only able to pass laws that apply to B.C. "issuers" and not others.
Try reading it this way: "Under BCI 51-509 Ontario Issuers Quoted in the U.S. Over-the-Counter Markets, most companies quoted in the U.S. OTC markets are designated as reporting issuers in British Columbia."
They are claiming the fact that an Ontario company trades in the U.S., makes them an "issuer" in B.C.
That is total crap, of course...
They've manufactured a "B.C. connection" out of thin air, on the most tenuous of pretexts, because in the case of SRSR, an Ontario company, a contract for business services existed that were being provided by a resident of B.C., is said to convert SRSR into a "B.C. issuer" when the company clearly never was, and never intended to be...
