Correct- It takes more energy to move a larger portion of weight, so you expend more calories (if that is the goal).

So, as you decrease the weight (toning), it will take more energy to kill calories. Thus, as you lose the weight you have to exercise harder to burn the same amount of calories- you can eventually run marathons though this process <vbg>.

edit: the heavier you are, the more energy it takes to move
