Perhaps he's hoping for 'diplomatic immunity' and waiting for the DOM ambassador to find a US attorney willing to work on contingency for a foreign power.
I am suprised he was in the USA. He must have gotten even cockier or complacent after all these years. Surely Pearl and Sandy getting popped along the SEC/DOJ kicking ass and taking names over the last while was a really, really clear GTFO of town signal.
