I think he wants you to hit the ask for about 20 million shares so that we can get an up-tick to .0023.
There is no accummulation going on just selling while the shorts are on the bid covering.
Any type of up-ticks will be immediately followed by large selling bringing the pps right back down.
This has been going on for the last few months and will continue until the pps is cheap enough for some kind of upward movement.
