Pretty tough to short a trip 1 stock, let alone penny stocks in general. But some do...

Thing is...it's gonna take enough buy volume to pop a .0002 then .0003 before traders can sell at .0002. 10bil O/S is tough to churn through. Needs 300+ buy vol, IMO.
