The Kurds have made deals with about 40 small companies and they are pumping the oil and the central government has gotten nothing. The Shite's want those fields and for 6 years they have stalled the decision as they know Iraq will break apart and Iran will get the spoils along with Turkey slaughtering the Kurds and taking pieces of the north.
