The Rand Cam engine needs the military UAVs because it needs a "killer application" (some application where nothing else except a Rand Cam will be good enough). I believe that small UAV helicopters are that application. I explained why in one of my earlier posts here, on Yahoo EASI board, or on Raging Bull RGUS board. I don't remember where I posted it.
Giving away engines is not part of what is needed to promote commercial applications. What is needed is to first develop a real working engine that proves that the engine is commercializable. You can't give away something that doesn't work. Regi doesn't have the money to do this so they need somebody like EASI/Radian to do this for them.
After a commercializable working engine has been created, there will be no need to give away engines because the commercial sector will be lining up to get development licenses. I believe that there are a number of companies out there waiting to see if EASI/Radian can prove that the engine is the real deal.
