This may sound rather callous, but its all about the profit margin. To keep them nice and wide. It's already fairly obvious that Pharms heavily fund politician to keep the status quo. But something like this should have warranted some public outcry. Even the politicians should have said that this may be going too far. So why didn't they.
Well... if you owed a guy 10 bucks and kicks the bucket. Do you still owe him 10 bucks? This way the Pharms continue to profit and there is a little less strain on Social Security.
