No, from what I read(I am no expert) it looks like a "Simple Air Contaminant Discharge Permit" was issued prior to the processor being fully operational and prior to any stack(source) test. Under Section 5.0 Compliance Demonstration, section5.3 it takes about Source testing Requirements. "The permittee must conduct a source test of the VOC abatement unit stack exhaust gas for emission factor varification."
Some of the conditions are:
a. "...within 60 days after it achieves normal operation, but no later than 180 days after the start-up of the abatement device."
d. "The thermal oxidizer stack exhaust gas must be tested for NOx, CO, VOC, and HCL emissions. Threee test runs of emissions testing must be performed over periods representing the course of an entire process cycle."
e. " The following parameters must be monitored and recorded during the source test:
i. quantity (in lbs0 of plastic material processed;
ii. quantity (in gallons) of synthetic crude oil produced;

etc. etc.
