Well, the simple answer is that the farmers have no need to buy the MON seed.

But seriously, how is this different from a software license? Suppose I buy a PC with MS wonder software (not that I would), and then want to use this on every future PC?

And this area has the same enforcement issues, actually much worse. Sony continues to distribute root kits as part of their software. How nice.
