It didn't. The OS is still 2 1/2 Billion. As another poster explained yesterday, GDHI PRed the retirement of 1 billion shares, but didn't PR the fact that they re-issued them at the same time. Share holders could only find out later in filings, and since most Share holders don't bother to read filings it was a pretty clever little game to play on the part of the comapny.
