I believe that 24% includes the base budget for the entire Defense Department. If my numbers are correct the "war" part is approximately half of that. If we were to get rid of 100% of the spending for Afghanistan and Iraq we would still have about 12% for national defense... something we should probably have under any circumstances given the nut jobs running around.

And so what's wrong with that? If you read
the Constitution that's one of the primary responsibities of the President and the federal government.
