I think the 1st order @0.28 is a mistake by someone. He/she would have placed a Market Order before the market open and MM's moved the ask price accordingly and filled him at 0.28. IMO.

That person should be angry now but he will be fine next week when the PPS will be at 0.50.

As you said, L2 is very thin except for NITE. SOBM should announce the rally news tomorrow morning and NITE will be out of the ask. Then we will go higher easily.
