It would be if there wasn't a letter of authorization from the DEC that allows JBII to run the system.

The letter was issued in late March authorizing JBII to run the P2O system. It was that letter that led to the recent stack test.

they are dreaming. there might be some, but lal JB has been allowed to do is test runs, from which they would get some product. not sure if they are allowed to sell it or not, and it is inconsequential anyway...
