Wow...Romania.
That disgusting, twisted bastard Nicolae ordered families to produce "children" some 30 years ago in order to meet some "quota" mandated by the state. Apparently they were worried they would end up short on manpower (for factories, armed forces, etc).
What Nicolae created (and this was realized AFTER Romania was liberated) was a generation of homeless orphans; many children were left at the doorstep of hospitals and orphanages--some of which were shut down, forcing children into the streets.
It's really one of the saddest stories I have ever read.
