Not to defend JBII in any way, but I thought that the "forty-five plants" was an agreement to establish 45 JV. In May, 2010, I thought that this was a done deal, but the PR indicate the establishing of 45 JV after several re-reads.
I think a much better view of potential manipulation is the tape business. The CEO clearly indicated profits will be made. They set up tape readers in Boston. At the end of a year... they close the office.
Will this be the same for the blending facility? They put a nice paint job on the buildings, say P2O is getting closer, but are they actually (presently) generating revenues from this facility? My guess is... no.
This might be JBII signature. Time will tell.
