Unless an insider or the DEC already confirmed this, your statement is 100% false. By the way, the real issue with the permit is what kind of plastic is allowed in the machine. If the permit limits the plastic in any way it will be bad news. I doubt the permit will allow landfill type plastic that is unwashed. If it does, then the permit would be allowing ANY chemicals into the machine, with is doubtful. GAME OVER.
