Correct wamuvoodoo. Rosen asked the FDIC for their input also. A subtle hint to sign the GSA. We know this now.

Rosen agreed with the FDIC at that time not to ask for a ruling on the $4b, and it's stood that way ever since.

Subsequently we've seen the GSA signed, and the various versions of the DS/POR -- all which take care of how the $4b would be divided.

He explains that the EC "could" join the existing motion, or start their own -- have have done neither.
