Volume is low when there are few buyers. The run ups often produce high volumes as speculators and momentum players jump in trying to get in and out quickly and those looking for a decent gain get out. Once buyers step back, the volume drops and sellers either have to take a haircut or hope for another run. This is very common with penny stocks driven by hype.
As of 7/30 there were about 10k shares short on CDIV - that's less than $2,000 worth. http://www.otcmarkets.com/stock/CDIV/short-sales I wouldn't count on a squeeze unless someone went crazy in the first half of August.
