Sheriff, to be fair, I don't think there is much this administration or any other one could do about the siphoning off of American-owned IP.
We already saw AMD sell off its fabs to the oil shieks. A generation ago, we already saw foreign car manufacturers overtake Americans.
The only counter to this trend is to continue fostering a climate of innovation. In this sense, I have many objections to the economic policies of the Obama administration, but that is another subject for another time (and perhaps another thread).
