Bottom line in all of this: ETMM has been buying shares like crazy.

When there are buyers, they back off.

When there aren't any, they hold the line.

We have been sitting at this 52 week low for quite a while. There are no buyers, noone is accumulating. Looks like this wants to go lower, could be Dean wants lower? Only verifiable funding will make this go higher. The time to buy, is only after verifiable funding, as this stock will move very slowly, because of all the past Dean bumbling.
