I got it. To squeeze out the most speed out of Prescott,the voltage is being increased, which obviously causes the power to increase exponentially.

PS. But a year from now some Product Engineer at Intel will begin squeezing the most of Smithfield by tweaking the voltage a little higher, and we could be back at the same point. Hopefully the Smithfield circuit design will have fewer leaky low threshold transistors, and Smithfield will be less voltage sensitive.
