By the way, I think the proof is in the pudding. Prescott maxed out around 3.8GHz, but Smithfield is on the roadmap at 3.2GHz, which is minus 3 bins. Similarly, if AMD gets out dual core chips at 2.4GHz, I would expect single core speeds of up to 3.0GHz.

AMD has defined a much more moderate power limit for its
dual core processors, 95 W IIRC. I wouldn't be surprised if
their top bin 90 nm single core chips reached 3.2 GHz.
