Troy - I can only surmise based upon observation and experience.
Say you own an old car. It breaks down quite frequently. Finally one day you had enough, you buy a new car. You know why you bought the new car. And you know the "straw that broke the camels back", but it really becomes incidental because it was the collective break downs that drove the decision. (no pun intended)
May be you should have purchased the new vehicle sooner, may be not?
The point is (and of course only Matt can answer) that the final act by Joe is really incidental, it was just the "straw that broke the camels back". Did it really require elaboration? Or does one need to view the collective incarcerations and finally decide that recidivism is a fact for which no cure exists.
Now putting all of that aside. I appreciated the fact that Matt left out the details, because it shows me that in his position he respects confidentiality. If I the victim, want to discuss the matter and shed light, then all well and good. But it really wasn't his place to mention those issues that I may not have been comfortable with.
