Are you saying that an OTCQX stock can be listed and traded on a German Exchange without the company's authorization?

I don't believe that to be true-- US companies need a German sponsor to get listed from what I recall.

I seem to recall a company complaining their stock got hijacked though-- perhaps that is what you are referring to?

It apparently is easier to do over there, but the real issue with OTCBB's and offshore is not shorting, it is that Reg S allows a way around Rule 144 restrictions... Typically so called "off-shorting" is really off-shore selling of otherwise restricted stocks. Add that to a convertible debenture and it's a bloodbath.

None of that is relevant here.
