they were dual listed OTCBB and OTCQB. They applied to be dual listed OTCBB and OTCQX. Assuming FINRA doesn't drop them from OTCBB, it's an improvement of status.

I agree Scandle34 both that it is an improvement in listing and that share price increase is what really matters; but...

That's both sides "caring" not to lose the Nasdaq -vs- Pinksheets argument-- think there is some crow involved as well as "perception" shaping
