IMO that depends on the timeframe one is considering. Mine is short enough, that I believe the announcement of a rate cut could have a significant effect. Say the effect last only a week. Well I'm only dealing with a two-week period, so a week is a big chunk.

Greenspan can cut rates to 0%. It won't stimulate recovery in the markets or the economy.

You seem to want to discuss whether a rate cut will have any effect upon CapEx spending in the over-built bubble aftermath environment. While that might be an interesting discussion, it's irrelevant to my post and my argument. The only question for my argument is could a surprise rate cut have a market effect - even an ephemeral one. I believe a carefully timed one could.

Moreover as I stated in my post, IMO the likelihood of such cut is reduced in the period immediately prior to the election resulting in a "window of opportunity" for a sever plunge. Whether such a rat cut would "stimulate recovery in the markets or the economy" is a whole other question.
