All of these people will be needed. These positions must be planned for, just as they will need pilots, flight attendants, mechanics, passenger service representatives, and more - but only a few are on the payroll at this time.
Planning makes sense, right? If they did not do this, then the Department of Transportation would not find them fit to move forward. (by the way - some of these positions are REQUIRED by the FAA, and the individuals have to be evaluated and approved by the FAA).
We invested in professionals, and second-guessing their every move is a waste of time. I, for one, have confidence in their plan.
