I don't see people 'taking over' yet, so I guess we can say we'll fall back into a double-dip once the Government closes it's checkbook.
I think INTC's and AMD's quarters show that that non-government entities are indeed beginning to take over spending and hopefully there won't be a need for additional government spending except perhaps in the form of small business tax cuts. It appears that INTC didn't cannibalize AMD's marketshare (to a large extent) so there is a clear sign of business spending on the IT side, and they are spending on expensive servers hence the higher than expected margins for both INTC and AMD.
