Because anything that falls hard enough will eventually bounce. Even a "dead cat" will bounce if it falls hard enough. They've been saying that this stock will bounce it was at .10. If they keep saying it one of these years someone may be right. A lucky guess at that. Anyone can guess and be right once in a while. No Nostradamuses here I suspect.
