I'm not an expert on it but it seemed that if something is topical and its effect localized to the area of injection (think novacaine) then it obviously isn't in high enough concentrations in the blood to have any effect other then in the area of injection.
Now that being said, botulinum toxin is no joke and I agree with your opinion that they are being extra cautious because there havent been any studies on its effect on pregnancy or breast feeding, but logically it seems that there shouldnt be high enough concentrations in the blood to have any issues - but why take the chance.
