There is no retail act for MS to get together wrt Win64. These chaps do know exactly why they make it an OEM edition only. Its the reasons you pointed out in your post - plus driver issues. :-)
It's an OEM product, not a retail product, AFAIR. Besides buying a retail system with Win x64 pre-installed by the OEM, you can of course, buy it at a computer store by purchasing any (and I mean any) piece of hardware (think $1.50 adaptor). (And then install it on your own hardware, but at your risk).
So, the masses will be getting it pre-installed on new systems.
