there is no reason to need a permit to sell it, just to have enough in the tanker to justify moving it. It's a trasfer of custody of a chemical through legal channels.
here is the test... i would forget about the permit. that may be just a diversion. I bet the selling of that fuel is more complicated than has been communicated to investors by JB. All he has to do is sell it, therein lies the proof of the viability of this business.
