If an examiner is appointed why would you think that the EC would ever agree to a settlement with ROSENPUKE when all they need to do is sit back and watch the FIREWORKS.
The EC would then see JPIG & FDIC going to jail for their roles in this HEIST and ROSENPUKE you get investigated for FRAUD and WESIEL GOTCHA & MANGLES get sued by the shareholder for FRAUD as well, that being in a civil court.
The shareholders get the money and get to watch everyone get their BUTT KICKING by the same legal system they tried to pull the wool over. Except it will be in the CRIMINAL SYSTEM instead.
Plus by the time ROSENPUKE tried to settle the EXAMINER would already have the evidence to get all INDICTED FOR FRAUD.
Nope ROSENCRAP, JPIG, FDIC & WMI BOD have to settle before an EXAMINER is appointed or face HARD TIME behind them round bars of steel meant to keep a menance off the street.
