No, requesting a cert doesn't mean you're on the OBO list. As you can see by the definition below, having shares in street name or cert form has nothing to do with being on the OBO list. In other words, even if the shares would be in your name you'd still be on the NOBO list unless you instructed your broker otherwise.

An objecting beneficial owner (OBO)instructs the financial intermediary who holds the securities to not provide the owner's name and personal information to the company that issued the securities. When you set up your account with a broker, you will often have the choice as to whether or not you would like your information released to the companies in which you purchase shares.
