Are usually found in form 8-K's, but can also be found in other types of filings...Like I said, you'll have to open each filing to see what's inside and if it has to do with a shelf registration or a share offering...
A 10-Q is a Quarterly Report, and a 10-K is an Annual Report...You will usually not find news about dilution in either of these reports...
