Restriction has nothing to do with JV, merger or anything else but time.
Unless there is a way around the 12 month hold because BVIG was a shell, it's a one year hold and for non-affliliates, which are people not affiliated with the company, after the year they should be free trading with no 144 restrictions and no need to file Form 144. Probably have to pay to get the restrictive legend removed though.
