Exactly. "Restricted" means they are not available to trade, and therefore not a part of the float. Labwire has approx 123MM shares that are "restricted", and therefore not in the float.
Well that "restricted" label usually carries a one or two year restriction period before those 144 shares can be made free trading shares. Will anyone here admit that the 123mm shares in question no longer have any time period attached to them and can be made free trading right away? Because they can.
