Sure I will bet.
Plastic to oil sales will not at all be a large moneymaker in its present form of adding just a catalyst to a processor and getting about 1 liter of 'near diesel' liquid fuel per kilogram of plastic.
Token amounts yes quite possibly. But not bulk quantity.
So even if a company successfully gets their permits and all in order, they'll still hit a brick wall when they try to sell a lot of the fuel to a refiner... IMO.
