Not really Tex. Reg Sho Threshold list is Fails To Deliver only and FTDs are not necessarily short sales, they can also be long fails and of course Reg Sho does not include regular retail shorts with borrows.

The OTC Equity Short Interest Report that is put out bimonthly covers all shorts including those with FTDs.
