Doesn't make sense to me. Filing fee in Nevada is about $75 to raise the authorized to whatever he needed it to be, without issuing 186 million shares to themselves.

Just because he raises the authorized to handle all convertible instruments, doesn't mean he has to issue any stock until such time as it is necessary.

Number of authorized is meaningless. Most large Canadian public companies set it at "unlimited" right from the start as number of authorized is actually meaningless...only thing that counts is issued and outstanding, not the total allowed.
