is it 100% fact that commons cannot see anything unless Preferreds are paid in full?

Can they offer a settlement amount dollar figure and then the estate determine how the funds are to be distributed?

I am a newbie in all of this bankruptcy stuff...

Only reason I can come up with is his pay schedule is on a basis of payout. The more he saves JPM, the more he racks in.
