puppy, lol. I know they can. I guess I'm just not explaining myself very well. I'm trying seperate the SEC into two tiers: 1) The Commission who makes those decisions. Probably made up of the top dogs at the SEC, and 2) each of the seperate departments within the SEC. All part of the SEC, but I'm just assuming the Commission that makes those decisions is probably, like I said, made up of the top dog at the SEC.
