What I was referring to was whether or not the SEC, let's say the enforcement division on it's own accord could revoke the registration of a company, or do they have to present this request to the Commission for a determination, like they did in the document. However, based on your article, it appears only the Commission can do this.
So, I'm back to my original question: Why didn't the SEC, in the document posted by puppy, ask the Commission to revoke the registration of SPNG? They asked for everything else, including to freeze the assets. The Commission of course, has to review each item, then make a decision. But the fact that the SEC didn't even ask them to revoke the registration seems a little strange to me. Why did they omit that request?
