Once again, the issue you have is with your broker. I use Zecco (as an example) and I can enter an order to buy or sell ASPR without calling anyone. The problems you are having with your order is entirely with Scottrade. It's just a suggestion, but I would direct an issue with Scottrade .... to Scottrade!
