Not a bad idea Conelda. Or they should be made to swim in the oil drenched waters all day every day until the oceans and beaches are clean. It could even be made into a law. There are towns in Mass. where smokers can be fined for smoking outdoors. Towns where it is against the law for spitting on the sidewalk, littering or engaging in sexual congress while driving.
