Definitely Red (we are American, by golly)... no flashing. That would be way too annoying for anyone who would rather read public messages first.

Matt,

Blue and green together are bad choices.

A lot of people have blue green diffiencies and can't tell the difference, along with color blind people.

A good contrasting color such as white, yellow, or orange would work.
