all they need would be a picture that is tied to the social security card. Go down to the Post Office and show them your social security card and they enter the social security number into the system and take your picture. They could also take your thumb print or some other type of biometric and link to the social security number. Update the picture every ten years like a passport and be done with it. It's not that complicated from a techinical perspective and the person then doesn't even need a card. It's the employers who would then input the social security number that would then bring up your picture and see if it's accurate. they could also have biometric devices attached to the computer. Pretty simple system.
