Based on this chart and some of the longer term moving averages, I cannot see how VIX does a break out here beyond 25. I see how you came up with 25s. If this thing ever settles over 25, that pretty much will confirm P3 started.
Current 60, shows 19-19.5 as strong support. This supports a test of 1210 is likely.
